Pre-K Counts Eligibility
The goal of the Pre-K Counts program is to bring free, high-quality full-day education to 3- and 4-year-old children throughout the Commonwealth of Pennsylvania. The following criteria determine eligibility for Pennsylvania’s Pre-K Counts program:
- The student must be age 3 on or before
- August 31st of their enrollment year.
- This condition is defined by family income, which must be at or below 300% of the Federal Poverty Guidelines.

The Pre-K Counts program at Bright Star Learning Center gives children the opportunity to attend school while in New Castle, PA. Students take part in the learning activities and experiences of our preschool program. Childhood is a treasured time for both our students and our parents.
